Background: With the bilateral support of the Canadian International Development Agency [CIDA], UNIFEM will launch a Fund for the Women's Property and Inheritance Rights in the context of HIV/AIDS in 2010. There is ample research and evidence suggesting that women who own property or otherwise control economic assets tend to have higher incomes, a secure place to live, and greater bargaining and decision-
making power within their households. These factors enable women to better protect themselves from risks of H IV transmission and infection, to negotiate safer sex and to avoid, the need to engage in transactional sex. At the same time, increasing economic assets and ensuring women's rights through access and recourse to legal mechanisms empowers HIV positive women to cope with the impact of AIDS on their families and communities, particularly after the loss of the main breadwinner.
Reporting to the Fund Programme Manager, the Project Coordinator will support all aspects of Fund Management at regional and country levels. UNIFEM HQ will provide technical guidance and financial support to the Fund Programme Manager.
Responsibilities
Start-Up Fund
• Design systems to document, analyze and process all applications received by the Fund.
• Develop project and financial reporting templates.
• Draft or adapt standard grant agreement.
• Establish a roster of technical experts and consultants to support grantees' proposal development/application process and programme implementation.
• Provide coordination and logistical support to Programme Appraisal Committee, as needed.
• Coordinate project visibility initiatives, including Behaviour Change Communication, publicity and media outreaches at national, regional and global levels.
Fund Management
• Collaborate with colleagues in UNIFEM geographic and thematic sections in providing substantive guidance as appropriate.
• Liaise with applicants/grantees and coordinate communications and other requests for assistance.
• Work closely with UNIFEM Gender and HIV/AIDS thematic unit to strengthen information-sharing and organizational learning.
• Manage internal clearance and routing processes for the review and sign-off of narrative donor and financial reports.
• Work closely with UNIFEM Administrative and Finance staff to ensure efficient financial management and efficient transfers and tracking of funds for grants and contractors.
Monitoring & Evaluation
• Produce and provide qualitative and quantitative evidence to demonstrate impact to UNIFEM's various stakeholders and to stimulate learning about effective strategies for advancing women's legal empowerment in the context 'of HIV/AIDS policy and programmes.
• Collect grantees data and provide gender responsive analysis of their impact.
• Collaborate with relevant focal persons in each grantee country offices to monitor and to ensure that grantee activities and outputs are in line with agreed workplans and programme outcomes as well as to facilitate timely delivery of reports,
• Strengthen information-sharing and organizational learning among grantees, SROs, country offices, and UNIFEM geographic and thematic sections at HQ through the development of knowledge products" including the creation of an on-line community of practice.
Donor Reporting
• Manage the process and flow of donor reporting using ATLAS and other computer based tools in collaboration with administrative and finance staff.
• Work closely with partner grantees to ensure timely submission of progress and final reports to donor.
• Compile donor -reports, liaising with Finance team and ensuring alignment of financial and narrative reports.
• Oversee internal clearance and routing processes for the review and sign offofr:1arrative donor reports and financial reports.

Qualifications
• Advanced university degree in Political Science, International Development Studies, Law and/or Gender/Women's Studies.
Experience
• At least 7 years of professional experience including experience in formulation, management and evaluation, of programmes in developing countries with a gender approach.
• Experience in managing, donor projects and working with multiple implementing partners
• In-depth knowledge of programming on gender equality and HIV, with at least 5 years of work experience on women's empowerment programmes.
• Familiarity with bilateral and multilateral donor organizations and civil society organizations.
• Proven experience in financial and administrative management functions.
• Excellent organizational and writing skills.
Languages
• Fluency in English and proficiency in French is required.
Duration
• The consultancy will cover an aggregate period of 12 months, commencing November 2010 and renewable based on performance.
